Relief funds ?!

In this day and age , there are always poeple in
trouble who need help. Whether it is a hurricane
relief fund, famine fund, tsunami fund etc. etc.,
it can be hard to keep up.

But perhaps there needs to be creation of a dual
relief fund. For example lets say there was a
really annoying person, u know X. Now the reason X is
annoying is because he has issues, and prolly
needs a holiday. Also everyone else needs relief
from X, so therefore the need for a dual relief
fund. So what happens is everyone puts money
say there change. You put the accumulated change
into a tin. After the tin reaches some amount,
you put a list of annoying ppl whom you may
need relief from into a hat. Each person who
has contributed to the hat, puts one name in
the hat, You the draw a name out of the hat.

1/2 the money in the tin goes
towards to the person who has been drawn out
of the hat to go on a holiday and the other 1/2
goes to throwing a party when the person leaves.
Everyone wins !
